Our community orchestra bought a pair of these (29" and 26") two years ago and they have worked extremely well for us.
It is impossible to find timpani drums at this price that will have pedal action and tuning gauge, not to mention a zippered rugged canvas cover! When you buy a pair, you also get free mallets (a hard pair and a soft pair).
The instrument sound surprisingly good for the price. The aren't quite the hammered copper kettles, but for an amateur orchestra, they do nicely.
The pedal action is a bit light, and you need to tune and clear the heads correctly, otherwise, the pedal may slip a bit (there is no locking mechanism).
Folding legs make it easy for two people to effortlessly load these into an ordinary SUV or a station wagon (and you don't need to even fold the legs for a minivan). Fiberglass makes them rather light to carry.
You cannot find cheaper timpani out there with this feature set. And you'll be surprised at how well they sound.
